Main structure
From 2006, 13 domain policies replaced the previous structures and brought cohesion to the former split between the Ministry of the Flemish Community, the Flemish public institutions and the Flemish scientific institutions. Each domain policy forms a logical coherent whole, with clarity and transparency for its citizens.

Minister
The minister determines the policy, where necessary in consultation with the other ministers within the Flemish Government. He guides the implementation of that policy, follows its progress, evaluates and makes modifications if necessary.
Policy council
The policy council consists of the minister and the senior managers of the policy domain. This is the forum in which debates take place on the political and administrative level, leading ultimately to policy determination. In this forum, the minister carries on an open dialogue with all the senior managers within that minister’s policy domain.
Strategic advisory council
The strategic advisory council provides strategic advice sketching the outlines of the various policies as well as providing advice on new policies. The strategic advisory council consists of representatives of the civil society, possibly completed with independent experts.
Department
The department supports the preparation, implementation and evaluation of the policy. The department operates under the direct authority and responsibility of the minister.
Internal autonomous agencies (IAA)
Internal autonomous agencies (IAAs) implement the policy under the direct authority and responsibility of the minister, yet possess operational autonomy. There are IAAs both with and without legal personality.
External autonomous agencies (EAAs)
External autonomous agencies (EAAs) are independent entities that perform a well-defined task and deliver input on policy under the responsibility of a Board of Directors. There are both public and private EAAs.
Management support services
Support the departments and agencies in the fields of finance and budget, human resources, ICT, logistics, etc.
Social housing comes under the policy domain of the Town and Country Planning, Housing Policy and Immovable Heritage (RWO).

- Expropriation planning for laying urban streets
- Urban renewal
- Renewal of disused business premises
- Land policy
- Monuments and sites and archaeological heritage, as well as nautical heritage
